Ruffled Neckwarmer, issue 63

We've unfortunately missed off the explanation for how to crochet a bobble on this pattern.

To make a bobble: work 3 dc into next space until 1 loop from each dc remains on the hook, yo and pull through all 4 loops on the hook.

Issue 64 - bags

Please can you tell me if there is an error in the pattern Emma King Bags - Lace Bag - Casting on 37 stitches - Row 3 seems to decrease the stitch number making it impossible work Row 5. If row 5 is worked in place of Row 3 there are still 37 stitches left at the end - Do I work rows 4 & 5 only as the pattern or does row 3 need to be corrected and if so how ??
